Ghana Seeks Philanthropy Framework to Unlock Domestic Resources

Ghana’s government is pushing for a national legal framework to coordinate philanthropic efforts and align them with the country’s development priorities. The call was made by Deputy Chief of Staff for Administration, Nana Oye Bampoe Addo, at the 2025 Ghana Philanthropy Conference.

Nana Oye highlighted the impact of philanthropists like Alhaji Seidu Agongo, whose contributions span health, education, and social welfare. Agongo has equipped the child emergency block at Korle Bu Teaching Hospital, funded scholarships, and supported various national initiatives.

However, Nana Oye expressed concern that Ghana’s philanthropy remains fragmented, with priorities often dictated by individual organizations rather than national development needs. She emphasized the need for a fit-for-purpose ecosystem to support and scale philanthropic contributions nationwide.

“A legal framework for resource mobilization and philanthropy is crucial,” Nana Oye said, pledging to join efforts to draft a bill in collaboration with the Attorney-General and stakeholders.

The 2025 Ghana Philanthropy Conference aims to transform the country’s culture of giving into a strategic engine for development, exploring policy and regulatory frameworks to upscale and structure philanthropy.
