A recent discussion highlighted the importance of involving citizens and traditional authorities in the planning and budgeting process.
According to Gladys G.N. Tetteh, Deputy Executive Director and Secretary, this involvement is crucial for effective implementation of plans and projects.
The discussion emphasized that traditional authorities play a significant role in land management and community development, and involving them in the planning process can help prevent conflicts and ensure that plans are implemented effectively. Additionally, citizen participation is essential in ensuring that plans and projects meet community needs. However, the current practice of handpicking a few citizens is inadequate, and assemblies should strive to involve citizens more comprehensively.
The stakeholders also emphasized the importance of involving internal auditors in the planning stage to ensure that programs are implemented effectively and efficiently.
The Public Financial Management (PFM) assessment is a tool used to evaluate the performance of assemblies in complying with PFM laws. The assessment provides a mirror for assemblies to evaluate their performance and identify areas for improvement. The goal is not to name and shame but to build capacity and improve compliance with PFM laws.
The findings from the assessment will be used to engage sector ministries, policy-making institutions, and parliament to improve the PFM system. By working together, stakeholders can ensure that assemblies comply with PFM laws and implement effective plans and projects that meet community needs.
Overall, the discussion highlights the importance of a collaborative approach to planning and budgeting, involving citizens, traditional authorities, and internal auditors to ensure that plans are effective and meet community needs.
